Respected Sir,
With due respect and honour, I ______ from the State of Tamilnadu, practicing in the field of Acupuncture treatment, want to draw your kind attention to the following :-
Acupuncture is not recognized in Tamilnadu state and for recognition of it, myself with my co acupuncturists, have been struggling for a long time with our State Government and with Central Government.
Due to harassment by the local administration we had to approach Hon'ble High Court of Tamilnadu for legal protection and other relief to practice Acupuncture independently.
Many times we were forced to work under other recognized systems which we refused because we believe that Acupuncture is an Independent System and can safely be practiced by the Appropriately Trained Acupuncturists alone without depending on others.
Acupuncture has been recognized as a separate medical system in West Bengal (1996) and in Maharashtra (2017) in our country.
I came to know through the recent Gazette Notification dated 26.09.2024, that Government of India, Ministry of Health & Family Welfare had amended the schedule of National Commission for Allied and Healthcare Professions Act, 2021 and included Acupuncture in the Schedule against sl. no. 7, in column (2), under sub-heading “Other Care Professionals”, in column (3), after item (iii). The item and entries inserted are:- “(iv) Acupuncture Professionals 2230, 3230”.
Sir, the position so far had been that the Government of India, Department of Health Research Notification (No.U-11018/03/2018-HR/e-office:3164145 dated 21st February 2019), had recommended Acupuncture to be accepted as an Independent System of Health Care. But unfortunately it has now been included under Allied and Healthcare Professions Act, 2021. This amounts to degradation of Acupuncture which is a globally acclaimed and rich science. I have studied that the Allied and Healthcare Professions Act, 2021 is only to support and assist Modern Medicine. It is not for a medical system like Acupuncture. So, how a Traditional Medical System like Acupuncture can work independently under Modern Medicine?
In the Notification issued, Acupuncture Professionals are listed under ISCO Code 2230 and 3230. The ISCO Classification 2230 clearly indicate that it is applicable to Acupuncture & AYUSH Systems of India. All professionals of this category are regarded as Independent Practitioners of respective system of medicine. All the systems covered under 2230 (Ayurveda, Naturopathy, Unani, Homeopathy etc.) had been granted Independent status under their respective National Commissions Act. But in case of Acupuncture a discrimination has been done, it was included under Allied and Healthcare Professions Act, 2021. Sir, I feel, that is unjust. Myself and my co acupuncturists have been waiting more than three decades for the National Recognition of Acupuncture at par with other medical systems , but to our disappointment , Acupuncture has been degraded by putting under Allied and Healthcare Professions Act, 2021.
Sir, I most humbly request your good self to withdraw this Notification and issue a fresh one ensuring the status of Acupuncture as an Independent System of Medicine at par with AYUSH and other Traditional Medicine Professionals covered under ISCO Unit Group 2230.
